Moses placed the gold altar in the Tent of Meeting

on Exodus 40:26-27

The gold altar stands in front of the veil, as near the ark as anything outside the Most Holy Place. Exodus 30:34 to 38 gave its incense and forbade anyone to make it for himself.

Exodus 30:7-8 ties the incense to the lamps, burned each morning when the lamps are tended and again at twilight. Moses lights the lamps at verse 25 and burns the incense here, in the same order. Matthew Henry says God's altar must be a smoking altar.
