Whenever the cloud was lifted from above the tabernacle
on Exodus 40:36-37
The pillar that led Israel out of Egypt at 13:21 now rests on the tent and sets the pace of the camp. Numbers 9:15 to 23 works the arrangement out at length.

Jamieson, Fausset and Brown note travellers in the eastern deserts have long used torches, smoke by day and fire by night, to lead a caravan. The cloud of the LORD did that work for Israel. The camp stayed until the day it lifted.
