The command runs from the inside out. The ark goes in first behind the veil, then the table, the lampstand and the gold altar, and last the entrance curtain. Most of what is arranged here stands in two rooms closed to everyone outside the priesthood.

Adam Clarke reads the arrangement as the twelve loaves in order. Albert Barnes observes that the command assumes the rules for the bread of Leviticus 24:5-9. Moses carries out both at verses 22 to 25, the bread and the lamps before the LORD.
