The locusts “will devour whatever is left after the hail”. At 9:31 and 9:32 the hail destroyed the flax and barley and spared the wheat and spelt. The two plagues take the harvest in stages.

The locusts will fill the houses of Pharaoh, his officials and every Egyptian, beyond anything their fathers or grandfathers had seen. Moses then turns and leaves without waiting for an answer. Adam Clarke cites the traveller Shaw, who saw locusts enter houses and bedchambers like so many thieves.
