Rest is defined by what it removes, rest “from all the enemies around you”, and only then does the place appear. Verse 12 puts servants and the Levite among those who rejoice.

a dwelling for His Name

Barnes reads a dwelling for His Name as the LORD your God making His presence known at the place He will choose. Solomon prays toward that house at 1 Kings 8:29, the place where God had said His Name would be. There Israel brings everything He commands.
