Then the sovereignty, dominion, and greatness of the kingdoms under all of heaven will be given to the people, the saints of the Most High. His kingdom will be an everlasting kingdom, and all rulers will serve and obey Him.’

Verse 27. "But kingdom and power and a vast realm comprising all that is under heaven shall be conferred upon the nation of the saints of the Most High, whose kingdom is an eternal kingdom, and whom all kings shall serve and obey." Here the reference is to Christ's empire, which is eternal.

He is said to come with the clouds of heaven. Some refer this to his incarnation; he descended in the clouds of heaven, came into the world unseen, as the glory of the Lord took possession of the temple in a cloud. The empires of the world were beasts that rose out of the sea; but Christ's kingdom is from above: he is the Lord from heaven.
