Twelve leaders are named to assist Moses, one for each tribe. “Nahshon son of Amminadab” stands for Judah, and his name runs on into Ruth 4:20 and the line of Christ at Matthew 1:4.

Nethanel son of Zuar
Matthew Henry gives Nethanel as the gift of God. Issachar was Jacob's ninth son, and Nethanel brings the second offering at Numbers 7:18. The twelve days of offering follow the order of the camp in chapter 2, with Issachar beside Judah.
