As the Lord commanded Moses, &c.--The numbering of the people was not an act sinful in itself, as Moses did it by divine appointment; but David incurred guilt by doing it without the authority of God.

The people “recorded their ancestry by clans and families”, so the count rests on registers already kept. Ezra 2:62 and Nehemiah 7:64 show men excluded from the priesthood when they could not find theirs.

This count was taken at God's order. David's count at 2 Samuel 24:8 took Joab nine months and twenty days, and Matthew Henry notes Israel then lay scattered and Satan proposed it. Jamieson, Fausset and Brown place David's guilt in acting without God's authority.
