The answer carries a condition inside it. Their prayer, “may the LORD your God be with you, as He was with Moses”, rests their obedience on the promise of verse 5. The chapter closes with the people saying to Joshua what God had said to him, “be strong and courageous”.

9 Have not I commanded thee? Be strong and of a good courage; be not afraid, neither be thou dismayed: for the L ORD thy God is with thee whithersoever thou goest. Honour is here put upon Joshua, and great power lodged in his hand, by him that is the fountain of honour and power, and by whom kings reign.
And since Joshua, being humbly conscious to himself how far short he came of Moses, feared he should not have such an influence upon the people and such an interest in them as Moses had, they here promise that they will be as obedient to him as ever they had been to Moses,
