Aaron is washed with water, clothed in the holy garments, and anointed, in that order. Exodus 29 laid out the whole rite, and this verse is the order to carry it out.

The purpose of the clothing and the anointing is service to the LORD as priest. John Calvin holds that this anointing belonged to the shadows of the law and ceased at the coming of Christ. Leviticus 8:12 records Moses pouring the oil on Aaron's head.

The law which was now ordered to be put in execution we had before, ch. xxix. Thus in the visible church, which is God's tabernacle among men, it is requisite that there be ministers to keep the charge of the sanctuary, and that they receive the anointing.
