For them, that are left in Israel and in Judah - Compare the words in Kings 2Ki 22:13. in both records the intention is to show that the king regarded the ten tribes as being under his care, no less than the two.

He sends men to inquire of the LORD “for me and for those remaining in Israel and Judah,” the northern remnant under one king's care. The wrath he fears is named as already poured out, because “our fathers have not kept the word of the LORD”.

Where 2 Kings 22:13 has the king inquire, Chronicles names those remaining in Israel and Judah. Albert Barnes reads both records as showing that Josiah counted the northern tribes under his care. Matthew Henry draws from it the ruin that sin brings on nations.
