But as for what he says, "the covenants and the giving of the law," it might perhaps seem that he is saying one and the same thing. For the law which was given is itself also called a covenant. But I think the distinction is this: that the giving of the law was indeed one, and took place once through Moses; whereas covenants were established frequently. For as often as they sinned and were cast off, so often do they appear to have been disinherited.

It is termed covenants, in the plural, because it was so often and so variously repeated, and because there were two dispositions of it, Gal. iv, 24, frequently called two covenants; the one promising, the other exhibiting the promise.
