Then Israel sent messengers to Sihon king of the Amorites

on Numbers 21:21-23

Israel asks Sihon what it asked Edom at 20:17, passage by the King’s Highway with nothing taken. Edom refused and Israel turned aside, but Sihon comes out to fight, so the outcome follows from who attacked whom.

John Wesley holds that Israel meant these terms and would have kept them if Sihon had given quiet passage. He adds that the offer made the war that followed a defence, and Israel's title to the land clear to all.

Through some part of it, which would have been a shorter way to the river Jordan, over which Israel was to pass into the land of Canaan; the terms proposed, or things to be observed in their passage, which they would bind themselves strictly to, are the same that were made to the king of Edom. Israel sent messengers unto Sihon--The rejection of their respectful and pacific message was resented--Sihon was discomfited in battle--and Israel obtained by right of conquest the whole of the Amorite dominions.
