Giblites - The people of Gebal (“Jebail”, 22 miles north of Beyronut). They were “stone-squarers” 1Ki 5:18 and (ship) “caulkers” Eze 27:9.

Joshua 21:45 says none of the LORD's good promises failed, verse 1 says "very much of the land remains to be possessed", and both stand. Adam Clarke reads the remainder against the condition of obedience, noting that the Sidonians were never expelled and were only subdued under David and Solomon.

The Gebalites are the people of Gebal on the Phoenician coast. Albert Barnes notes their trades from two later passages, preparing stone for Solomon's temple at 1 Kings 5:18 and repairing ships at Ezekiel 27:9. Lebo-hamath is the northern point Numbers 34:8 set for the land.
