The Targum, as before, interprets it a wicked king; and Abarbinel understands it of Belshazzar particularly, who was slain the night that Babylon was taken.

Refugees from Babylon announce “the vengeance for His temple,” so Babylon’s fall answers the burning of the temple in 52:13. The sentence is repayment: “Repay her according to her deeds; do to her as she has done.” Babylon will “stumble and fall with no one to pick him up.”
