While there is no promise of restoration for the kings, there is for the people (see Jer 4:27), because they had been led astray by their rulers. Have driven them - The evil shepherds drove the people into exile by leading them into sin: and God by inflicting punishment. Their folds - Or, their pastures.

on Jeremiah 23:1-4
The oracle turns to the office itself: “Woe to the shepherds who destroy and scatter the sheep of My pasture!” Their fault is neglect: “You have scattered My flock and driven them away, and have not attended to them.” The LORD will “gather the remnant of My flock” Himself.

The LORD says He banished the flock Himself, and He will gather the remnant Himself. Barnes notes that the promise of return is for the people, with none for the kings who led them astray. Henry sees justice scattering the sheep and mercy gathering them.
