Having bestowed on us the truly great, divine, and inalienable inheritance of the Father, deifying man by heavenly teaching, putting His laws into our minds, and writing them on our hearts. What laws does He inscribe? "That all shall know God, from small to great;" and, "I will be merciful to them," says God, "and will not remember their sins." Let us receive the laws of life, let us comply with God's expostulations; let us become acquainted with Him, that He may be gracious.

on Hebrews 8:10-12
The new covenant's terms follow in three parts: God's law written in mind and heart rather than merely on stone, the relation renewed, I will be to them a God and they shall be to me a people, and knowledge of the Lord no longer needing to be taught teacher to neighbor, for all shall know me, from the least to the greatest. The list reaches its own summit at verse 12, I will be merciful to their unrighteousness, and their sins and their iniquities will I remember no more, the once-for-all forgiveness the letter argues through in the two chapters that follow. Every clause is still addressed to the house of Israel named two verses earlier, the covenant fulfilled without Israel being written out of its own promise.

This is the covenant I will make after those days - After the Mosaic dispensation is abolished. I will put my laws in their minds - I will open their eyes, and enlighten their understanding, to see the true, full, spiritual meaning thereof.
This is the foundation of the covenant; and, when this is laid, duty will be done wisely, sincerely, readily, easily, resolutely, constantly, and comfortably. (2.) He articles with them to take them into a near and very honourable relation to himself. [1.] He will be to them a God; that is, he will be all that to them, and do all that for them, that God can be and do.

I will put--literally, "(I) giving." This is the first of the "better promises" (Heb 8:6). mind--their intelligent faculty. in, &c.--rather, " ON their hearts." Not on tables of stone as the law (2Co 3:3). write--Greek, "inscribe." and I will be to them a God, &c.--fulfilled first in the outward kingdom of God. Next, in the inward Gospel kingdom.
