Commentary
2 notes on this verseThree rows of great stones, and a row of new timber - We have noticed this kind of building before, three courses of stones, and then a course of strong balk; and this continued to the square of the building. And let the expenses be given - Cyrus had ordered wood to be cut at Libanus, and conveyed to Joppa at his expense; but it does not appear that he furnished the other expenses of the building, for we have already seen that the Jews contributed for the defraying of all others.

Let the house be builded
on Ezra 6:3-5
The roll preserves Cyrus's own words: let the house be built on its old site, the foundations firmly laid, three courses of stone to a course of new timber, and the cost charged to the king's own treasury. The order reaches further than money. The gold and silver vessels Nebuchadnezzar carried off are to go back to the house of God, every one to its place, so the temple's furniture and the temple's funding both trace back to one pagan signature.
