With the plague of hail begins the last series of plagues, which differ from the former both in their severity and their effects. Each produced a temporary, but real, change in Pharaoh’s feelings. Exo 9:14 All my plagues - This applies to all the plagues which follow; the effect of each was foreseen and foretold. The words “at this time” point to a rapid and continuous succession of blows.

The seventh plague opens the third group of three with the morning warning, the slot the blood and the flies held at 7:15 and 8:20. What follows is the heaviest language yet, all my plagues upon thine heart, and the stated aim is knowledge rather than damage, that thou mayest know that there is none like me in all the earth. The book gives that reason again and again, at 7:5, 8:10, 8:22, 9:29 and 14:18.

It is possible that during the first plagues, the magicians hardened Pharaoh’s heart in order to pride themselves in their wisdom. But now that they did not come before him and there was none to help him and none to uphold him. See Isaiah:5.
