The verdict on Zimri names the sin charged to every northern king since Jeroboam, “following the example of Jeroboam and the sin he had committed”. Verse 20 closes his seven days with the same chronicle formula and files “the treason he committed”. Every reign, long or short, meets one measure.

The treason is the conspiracy of verse 9, and the royal records kept it with the acts of the other kings. Zimri's name outlived his seven days. At 2 Kings 9:31, Jezebel greets Jehu as a Zimri, murderer of your master.
