Jeremiah 23:1-4

Woe be unto the pastors that destroy and scatter the sheep of my pasture: The oracle turns from named kings to the office itself, pastors used for the rulers who were supposed to shepherd Judah, and the charge is neglect as much as cruelty: scattered, driven away, not visited. Against that failure the Lord names two things he will do himself, gather the remnant out of every country he drove them to and set up shepherds who will not leave the flock afraid or lacking, the false shepherds answered by an undertaking to shepherd directly. The false-shepherd thread runs on into chapter 24's indictment of Zedekiah and his princes, and Ezekiel will take the same charge and the same promise much further in his own thirty-fourth chapter.

Jeremiah 23:5-6

I will raise unto David a righteous Branch: The good shepherd promised in verse 4 is named in verse 5, a righteous Branch raised to David who will reign, execute judgment and justice, and prosper where the last kings of chapter 22 failed at exactly that test. His name in verse 6, THE LORD OUR RIGHTEOUSNESS, answers Zedekiah's own throne-name, which means the Lord is righteousness, a king whose name was a promise his reign never kept given to a king whose name will not fail. The older commentators read the Branch at full messianic strength, David's line producing a king who bears the covenant name as his own, and the same title returns at 33:16, there laid on the city rather than the king, a placement the commentators note without smoothing over.

Jeremiah 23:7-8

the children of Israel out of the land of Egypt: A new form of oath is promised to replace the old one: instead of swearing by the Lord who brought Israel out of Egypt, the coming generation will swear by the Lord who brought the seed of the house of Israel out of the north country and out of all the lands he drove them to. The commentators read this as the return from exile set above the exodus itself in the nation's own memory, not replacing the first deliverance but becoming the greater of the two once it happens, since it will regather from every direction rather than from one nation only. The same north country language reappears through the Book of Consolation and answers the seething pot from the north named at the prophet's call in chapter one.

Jeremiah 23:9-15

Mine heart within me is broken because of the prophets: The prophet's own body carries the weight of what he denounces, his heart broken, his bones shaking, likened to a drunken man overcome with wine, grief physically indistinguishable from the trembling wine produces. The charge against the prophets of Jerusalem goes further than the prophets of Samaria who prophesied in Baal: these commit adultery, walk in lies, and strengthen the hands of evildoers so that none returns from wickedness, named outright as Sodom and Gomorrah at verse 14. The sentence at verse 15, wormwood to eat and the water of gall to drink, matches the crime to its cure, and the commentators read profaneness gone forth into all the land as the specific charge, corruption spreading outward from the very house meant to guard against it.

Jeremiah 23:16-22

they speak a vision of their own heart: The test set for a true word is where it comes from, out of the mouth of the Lord against a vision of their own heart, and the false comfort these prophets sell, ye shall have peace, no evil shall come upon you, is named as the specific product of that failure. Verse 18's question, who hath stood in the counsel of the Lord, invokes the same heavenly council scene Micaiah describes in 1 Kings 22 and Isaiah sees in his sixth chapter, a true prophet admitted to a session a false one never attends. Verse 22 states the test in reverse, if they had stood in my counsel they would have turned my people from their evil way, so the measure of a prophet offered here is moral fruit rather than confidence, whether the message purifies or comforts the hearer past correction.

Jeremiah 23:23-24

Am I a God at hand, saith the Lord, and not a God afar off: The two questions answer the false prophets' working assumption, that God is too distant or too confined to notice what they invent in his name, by asserting the opposite in the plainest terms the book offers: do not I fill heaven and earth. The commentators read the pair, a God at hand and a God afar off, as covering both errors at once, the presumption that he is safely near enough to manipulate and the presumption that he is far enough away not to see. Omnipresence here is not abstract doctrine but the specific ground for verse 25's charge, that dreams invented in secret are heard exactly where they were spoken.

Jeremiah 23:25-32

I have dreamed, I have dreamed: The doubled cry, I have dreamed, I have dreamed, is mocked in its own repetition, and verse 28 sets the true and false side by side without conceding either the same weight: let the dreamer tell his dream and the one who has the word speak it faithfully, what is the chaff to the wheat. Two images follow for what a genuine word from the Lord does that a borrowed or invented one cannot, a fire that consumes and a hammer that breaks a rock in pieces, force rather than mere information. The prophets condemned here steal my words every one from his neighbour, plagiarism named as one more form of the counterfeit, borrowing the sound of prophecy without the source that makes it true.

Jeremiah 23:33-40

What is the burden of the Lord: The word massa carries two senses in Hebrew, a burden carried and an oracle uttered, and the people have turned the second into mockery of the first, asking what is the burden of the Lord as a taunt against Jeremiah's own message of doom. The Lord answers by taking the word from them entirely, forsaking those who keep using it, and the ban is total, priest, prophet, and people alike punished for repeating a phrase now forbidden by name. The chapter that opened with false shepherds ends with the very vocabulary of prophecy confiscated, an everlasting reproach the last word for a court that turned genuine dread into a joke.
