2 Kings 17:1-2

Hoshea reigns as the last king of the northern throne, and the historian allows him one comparative mercy: evil, but not as the kings of Israel that were before him. The judgment that follows in this chapter falls anyway, because national sin can reach a point where a milder king no longer turns it back. Nine dynasties and their kings stand behind him, and this chapter closes the account on all of them at once.

2 Kings 17:3-4

Shalmaneser king of Assyria: Shalmaneser receives tribute from Hoshea as a subject king, then finds him treating with So king of Egypt behind his back and withholding the yearly present. So is not identified further in the text, and readers name him variously as Osorkon of Egypt's Twenty-second Dynasty or the Egyptian city of Sais read as though it were a king's name; the identification stays open. The broken tribute is what turns a vassal into a prisoner, shut up and bound before Assyria ever reaches Samaria's gate.

2 Kings 17:5-6

Assyria besieges Samaria three full years, and Kings never names which king finishes it, only the king of Assyria. Assyrian records credit the fall to Sargon II, who claims the conquest and the deportation on his own inscriptions though Shalmaneser V began the siege, a question the biblical text leaves open rather than resolves. The named places of exile, Halah, Habor by the river of Gozan, and the cities of the Medes, are real Assyrian resettlement districts, and the ten tribes scatter into them with no recorded return.

2 Kings 17:7-8

had sinned against the Lord their God: The historian steps back from narrative into explanation here, and verses 7 to 23 form the longest single editorial in the historical books. The sin is named at its root before any list of practices: Israel feared other gods, the very people the Lord had brought up out of Egypt, then walked in the statutes of the nations he had cast out before them. The Exodus itself becomes the ground of the charge, since the God who delivered them is the God they set aside.

2 Kings 17:9-12

Verses 9 to 12 catalogue the buildup by scale rather than by list: high places built in every city from the watchtower to the walled town, images and groves set on every high hill and under every green tree, incense burned in all of them. The idols are named only by category, because the point is saturation rather than inventory. The Lord had said plainly, ye shall not do this thing, and the chapter measures the distance between that one sentence and generations of practice covering the whole land.

2 Kings 17:13

This verse is the chapter's own summary of centuries of prophetic ministry: the Lord testified against Israel, and against Judah, by all the prophets, and by all the seers, calling for one thing, turn ye from your evil ways. The warning named both kingdoms together, so the fall of the north in this chapter stands as Judah's own warning still open when chapter 25 closes the book on Jerusalem. The command asked for nothing new, keep my commandments and my statutes, the same law given to their fathers.

2 Kings 17:14-15

They hardened their necks like their fathers before them who did not believe, a phrase running back to the wilderness generation, and stiff necked disobedience becomes this chapter's diagnosis across two centuries of kings. Verse 15 names the mechanism in one sentence: they followed vanity, and became vain, worship shaping the worshipper into the likeness of what is worshipped. Paul's argument in Romans 1, that those who exchange the truth for a lie are given over to what they chose, runs on the same logic this verse already states.

2 Kings 17:16-17

Two calves recur here from Jeroboam's original pair at Bethel and Dan, now joined by a grove, the host of heaven, and Baal together, the whole catalogue of Canaanite and astral religion gathered in one verse. Worship of the host of heaven, the sun, moon and stars given honor due their Maker, is the same practice Josiah will later purge from the temple at 2 Ki 23:5. Passing sons and daughters through the fire names child sacrifice, forbidden at Lev 18:21 and 20:2, and the verdict already coming in verse 18 answers all of it together.

2 Kings 17:18

The sentence falls in one verse, the Lord removed Israel out of his sight, and the phrase repeats across this chapter at verses 18, 20 and 23, a formula rather than a single remark. Only the tribe of Judah is left standing, and the text does not soften ten tribes gone in a single stroke that took generations of provocation to arrive at. Anger here is not sudden; it is the terminus of everything verses 7 to 17 have already described.

2 Kings 17:19-20

Judah is not spared the verdict; the text turns the same charge on the surviving kingdom in one clause, Judah kept not the commandments of the Lord their God either. Verse 20 widens the word Israel to cover both kingdoms together, the Lord rejected all the seed of Israel, so the chapter refuses to let Judah read the north's fall as another people's story. The affliction and the delivery into the hand of spoilers describe Judah's own coming century as much as Israel's finished one.

2 Kings 17:21-23

The chapter reaches back to the split itself: the Lord rent Israel from the house of David, Jeroboam was made king, and Jeroboam drave Israel from following the Lord and made them sin a great sin. This is the root of the refrain that names Jeroboam the man who made Israel to sin, repeated across both books from its first occurrence at 1 Ki 14:16 to its last, when Josiah burns the Bethel altar at 2 Ki 23:15. Every king of the north from Jeroboam to Hoshea is measured against this one cause, and verse 23 closes the account with the words unto this day, written from a vantage point still inside the exile.

2 Kings 17:24

This verse holds the first occurrence of the word Babylon in Scripture, arriving not as conqueror but as a source of colonists for a land just emptied of its own people. The king of Assyria resettles Samaria with men from Babylon, Cuthah, Ava, Hamath, and Sepharvaim, five named origins for the population that becomes, in time, the Samaritans of the Gospels. One book later Babylon returns as the power that ends Judah itself, and Scripture's first mention of the name carries none of that later weight.

2 Kings 17:25-26

The new settlers do not fear the Lord, and the Lord sends lions among them, a judgment stated as plainly as any sent on Israel itself; the land answers to its God regardless of who now occupies it. The colonists read the lions as territorial rather than random and report it to the king of Assyria in the land's own theological terms, they know not the manner of the God of the land. Their solution will be political rather than converted; a priest is sent, but the fear that follows stays partial, as verse 33 will state outright.

2 Kings 17:27-28

Assyria's solution is pragmatic rather than evangelistic: send back one priest of the calf religion Israel had practiced, and let him teach the newcomers the manner of the God of the land. That priest settles in the very city where Jeroboam had set up the golden calf two centuries before, so what the colonists learn is Israel's own corrupted worship, not the law given at Sinai. The chapter has already named this the root sin of the north, and now it becomes the seed of a second people's religion.

2 Kings 17:29-31

Every resettled nation keeps its own god inside the shrines the Samaritans had already built, and the text names them one by one, Succoth-benoth and Nergal from Babylon and Cuth, Ashima from Hamath, Nibhaz and Tartak from the Avites. The Sepharvites burn their own children to Adrammelech and Anammelech, the same child sacrifice already named against Israel at verse 17, now practiced by the very people brought in to replace them. The list reads like a small table of nations of gods, each import keeping its home religion rather than taking up the land's.

2 Kings 17:32-33

The settlers add the Lord's worship without leaving their own, making priests of the high places from the lowest of themselves, the practice Jeroboam had introduced at 1 Ki 12:31, and offering sacrifice there alongside gods brought from five nations. Verse 33 states the result as a single sentence that becomes this people's whole religious character for the rest of Scripture, they feared the Lord, and served their own gods. This is the origin the Gospel of John assumes when Jesus meets a Samaritan woman at a well, background the narrative there does not need to explain.

2 Kings 17:34

Unto this day marks the writer's own present, a mixed worship still standing generations after the events it records. The verse names Jacob by his covenant name, Israel, the same renaming recorded at Gen 32:28, and sets the whole apparatus of statutes, ordinances, law and commandment against a people who keep none of it in full. The verse functions as a hinge, closing the historical report and opening the covenant recitation that follows.

2 Kings 17:35-39

Verses 35 to 39 recite the Sinai covenant in the Lord's own remembered words, the same commandments given at Ex 20:2-5 restated as history rather than as new law, I brought you up out of the land of Egypt, him shall ye fear, and other gods you shall not serve. The recitation is long and repetitive on purpose, five verses circling one command, because the failure just described took the same command and broke it for generations without variation. Nothing new is asked here; the chapter states what was always required before it states, in the verses that follow, that it was never kept.

2 Kings 17:40-41

The chapter ends where it began, with a refusal, they did not hearken, but did after their former manner. Verse 41 gives the final verdict on the settlers in one sentence spanning generations, they feared the Lord, and served their graven images, both their children, and their children's children, the same divided worship handed down rather than resolved. The chapter that opened with Israel's exile closes with a replacement people practicing Israel's own unfinished repentance, unto this day.
