Moses and Aaron took the first census at Sinai. Moses and Eleazar take this one "on the plains of Moab", because Aaron died at Mount Hor in 20:28.

Matthew Henry notes that Eleazar is joined in the commission as Aaron had been at Sinai. The pairing honoured Eleazar before the elders and confirmed his succession. The place matters as well: Israel is counted at its last camp before the river, with Jericho across the water.
