The Levites give a tithe of the tithe, reckoned to them as grain from the threshing floor or juice from the winepress. So men with no fields are credited with a harvest.

The best part is also called the holiest part, so the portion given up carries the tithe's holiness with it. Albert Barnes has it dedicated by heaving it before the LORD. What remains becomes ordinary food, which verse 31 lets the Levites eat anywhere.
