Here the tithes (and in Num 18:26 the priestly tithes) are to be dedicated to their purpose by the ceremony of heaving them to the Lord. The tithes, being solemnly set apart for sacred purposes, became virtually a heave-offering, like the gifts for the tabernacle Exo 25:2.

The tithe is called a contribution, the Hebrew terumah, a portion lifted off and set apart for the LORD. John Wesley reads it as Israel's acknowledgment that land and harvest came from God's bounty. The Levites live on that acknowledgment.

As Israel was a peculiar people, and not to be numbered among the nations, so Levi was a peculiar tribe, and not to be settled as the rest of the tribes, but in all respects distinguished from them. A good reason is given why they must have no inheritance in the land, for, says God, I am thy part, and thy inheritance.
