The Levites give a tithe of the tithe, reckoned to them as grain from the threshing floor or juice from the winepress. So men with no fields are credited with a harvest.

The promise of verse 27 comes again with a condition in front of it. The Levites' tithe counts as their own harvest once the best part has gone to the LORD. Albert Barnes puts them here on the same footing as every other Israelite paying his tithe.
