The deserted streets are answered with “the sounds of joy and gladness, the voices of the bride and bridegroom,” the sign the exile has ended. The voices “of those bringing thank offerings into the house of the LORD” tie that joy to restored worship.

The shepherd counts the sheep as they pass under his hand, as Barnes explains. Matthew Henry notes that a flock is numbered so a missing sheep can be sought. The list of regions repeats Jeremiah 32:44 almost word for word.
