Merathaim and Pekod are regions of Babylonia, and Keil and Barnes note in Hebrew the names sound like the words for double rebellion and punishment. Babylon, “the hammer of the whole earth,” “lies broken and shattered.” Babylon’s soldiers are pictured as young bulls that “go down to the slaughter.”

Against her - Or, to her, in order to plunder her. Her storehouses (literally granaries) are to burst open, the grain piled up in heaps, and finally they are to devote her to destruction, i. e., to burn her wealth with fire. From the utmost border - (Or, “from the first of you even to the last”). Let nothing of her be left - literally, let her have no remnant. Contrast Jer 5:10.
