The LORD stands at the top and speaks the covenant to Jacob himself. Jacob is the third generation to hear the same three things: the land, descendants past counting, and all the families of the earth blessed through him. Abram heard it at 12:1 to 3 and Isaac at 26:3 and 4. No condition is attached.
