7 notes on this verseAnd have left none of then any more there - All that chose had liberty to return; but many remained behind. This promise may therefore refer to a greater restoration, when not a Jew shall be left behind. This, the next verse intimates, will be in the Gospel dispensation.

“Now I will restore Jacob from captivity and will have compassion on the whole house of Israel,” the people chapter 37 promised to raise. “I will pour out My Spirit on the house of Israel” closes the restoration language on the note Joel sounds and Acts 2 cites.

After the return from Babylon many Jews stayed in the east, as Adam Clarke observes, since all had liberty to return but many remained. He therefore refers this promise to a greater restoration in the gospel age. Verse 29 ties that gathering to the Spirit.
