Darius writes “to the people of every nation and language,” as Nebuchadnezzar did, and decrees that men “tremble in fear before the God of Daniel”. He names Him “the living God,” whose “kingdom will never be destroyed,” who “performs signs and wonders in the heavens and on the earth”.

Matthew Henry distinguished the two verbs: God delivers His servants from trouble and rescues them out of it. Albert Barnes thought this attribute came first to Darius because he had just watched it at work. Barnes compared Daniel 4:2-3.

He delivereth and rescueth - As in the case of Daniel. This attribute would of course be prominent in the view of Darius, since so remarkable an instance of his power had been recently manifested in rescuing Daniel. And he worketh signs and wonders ... - Performs miracles far above all human power. If he had done it on earth in the case of Daniel, it was fair to infer that he did it also in heaven. Compare the notes at Dan 4:2-3. The power of the lions - Margin, hand. The hand is the instrument of power.
