The Holy One of Israel - This is a favorite phrase with Isaiah, in whose prophecies it is found 27 times, while it occurs five times only in the rest of Scripture Psa 71:22; Psa 78:41; Psa 89:18; Jer 50:29; Jer 51:5. Its occurrence here is a strong proof - one among many - of the genuineness of the present passage, which is not the composition of the writer of Kings, but an actual prophecy delivered at this time by Isaiah.

on 2 Kings 19:22-24
The Holy One of Israel is Isaiah's own signature title for God, used across his book far more than any other prophet uses it, and it turns Sennacherib's boasting into blasphemy aimed at a named person rather than at an abstraction. The king's own words are quoted back at him, felling the cedars of Lebanon, entering the forest of his Carmel, the same mountain where a different contest had already been settled by fire in 1 Ki 18. Assyrian royal inscriptions do record kings boasting of cutting Lebanon's cedar for building projects, so the oracle answers Sennacherib in language his own scribes actually used.
