He hath delivered them to trouble, to astonishment - He probably refers here chiefly to that dreadful defeat by the Israelites in which a hundred and twenty thousand were slain, and two hundred thousand taken prisoners; see the preceding chapter, 2Ch 28:6-8 (note).

The wrath, trouble, astonishment and hissing name what the chapter before already showed: a hundred and twenty thousand slain and two hundred thousand carried captive when Israel defeated Judah under Ahaz (28:6-8). Hezekiah reads that catastrophe as covenant discipline rather than accident, the neglected temple and the national disaster bound together as cause and consequence. Sons, daughters and wives still in captivity are named specifically, so the reform he is about to lead has an unfinished grief standing behind it, not a clean slate.

This was the cause of all the calamities they had lain under. God had in anger delivered them to trouble, to the sword, and to captivity. When we are under the rebukes of God's providence it is good for us to enquire whether we have not neglected God's ordinances and whether the controversy he has with us may not be traced to this neglect.

The Nineteenth Century1 voice

He hath delivered them to ... hissing - See 1Ki 9:8 note. It was an expression which Hezekiah might naturally use, for it had occurred in a prophecy of Micah Mic 6:16, his contemporary and monitor Jer 26:18-19, which was probably uttered toward the close of the reign of Ahaz. In Jeremiah the phrase becomes common (marginal references).
