The response is free, for “all whose hearts were willing brought burnt offerings”, the same willing giving that marks the gifts at 1 Chr 29:9. Gill notes that the totals run smaller than the dedication offerings of David and Solomon, from a nation poorer after Ahaz.

Gill takes them as peace offerings, in which the owners kept a share of the meat for a meal before the LORD under Leviticus 7:15. Matthew Henry suggests that memory of their sacrifices on the high places made the people readier to bring them to the LORD's altar now.
