The foreigner may keep it under “the same statute”, and Exodus 12:48 sets circumcision as the condition, which Jamieson, Fausset and Brown hold indispensable. Matthew Henry reads the one statute forward to Acts 10 and the household of Cornelius.

The make-up Passover
This passage creates something rare in the Law: a second chance at a feast. Anyone unclean or far away at Passover could keep it exactly one month later, on the 14th of the second month. Jewish tradition calls it Pesach Sheni, “Second Passover,” and it is still marked lightly today (some eat a piece of matzah on the day). Israel's kings used the provision at national scale: Hezekiah's great Passover was held in the second month on exactly this ground (2 Chronicles 30).

The purpose of this is to command the stranger to bring this Passover-offering in the wilderness just as He commanded the Israelites. It is possible that when He said in Seder ‘Bo El Par’oh’ ( Go in unto Pharaoh ), 90 Exodus:1.
