on Numbers 9:17-19

The cloud governs the staying as well as the going, and verse 19 gives the long halts of many days. The text calls that waiting keeping the charge of the Lord, so a camp sitting still under orders is obeying.

The verse calls the cloud's movement the LORD's command, which John Wesley explains as the sign by which God showed His will and their duty. Jamieson, Fausset and Brown picture the cloud as a throne from which the order was given. Each march began with a sign above the tent.
