on Numbers 27:22-23
Moses lays his hands on Joshua before Eleazar and the whole congregation, as commanded. 1 Chronicles 23:14-15 leaves his sons, Gershom and Eliezer, among the ordinary Levites, so the government passes out of his family in public.

Jamieson, Fausset and Brown trace the rite through Jacob's blessing at Genesis 48:14, the offering at Leviticus 1:4 and Timothy's gift at 1 Timothy 4:14. Adam Clarke reads the act as a public proof that Joshua was appointed to the work and fitted for it.
