Twelve verses run the whole rite again for a man who cannot afford it, and no step is dropped. Two lambs become two turtledoves or two young pigeons, but poverty never removes the lamb for the guilt offering.

The lamb for the guilt offering is waved with the log of olive oil exactly as in verse 12. Jamieson, Fausset and Brown note that the blood of the smaller offering was applied in the same process of purification.

if he be poor, and cannot get so much; then he shall take one lamb--a kind and considerate provision for an extension of the privilege to lepers of the poorer class. The blood of their smaller offering was to be applied in the same process of purification and they were as publicly and completely cleansed as those who brought a costlier offering (Ac 10:34).
