Him that is to be cleansed - Of him that has been cleansed. The significance of the act is similar to that in Lev 8:11, Lev 8:15.

Blood goes on the right earlobe, the right thumb and the right big toe. Exodus 29:20 marks the priests at the same three points, so a man shut out comes back marked where a priest is marked.

And this was considered to make atonement "for him"; that is, it removed that ceremonial pollution which had excluded him from the enjoyment of religious ordinances, just as the atonement of Christ restores all who are cleansed through faith in His sacrifice to the privileges of the children of God.
