7 notes on this verse(Vers. 9, 10) And the Lord said to me: A conspiracy has been found among the men of Judah and the inhabitants of Jerusalem have turned back to the iniquities of their former fathers, who refused to listen to my words. And so they went after foreign gods to serve them. The house of Israel and the house of Judah have broken my covenant, which I made with their fathers. As for the conspiracy, which we have interpreted according to Symmachus, Aquila, and the Septuagint, Theodotion has translated it as 'connection,' which we can also call 'binding.'

on Jeremiah 11:9-10
The word “conspiracy” names the covenant breach as a deliberate plot. Verse 10 states its breadth, “The house of Israel and the house of Judah have broken the covenant”, north and south joined in one indictment. The fathers here are the wilderness generation “who refused to obey My words”.

Are we going to repent over the sins spoken of concerning the men of Judah, knowing that we are men of Judah because of Christ who was prophesied and spoken of? For perhaps, since there are among us certain sinners who act contrary to right reason, for this reason the prophet says: "A conspiracy has been found among the men of Judah and among the inhabitants of Jerusalem." For when there is found, in certain persons who bear the name of the church, a bond of injustice and a bond of sins, so that to them may be applied what is said of the sinner, "and each one is bound tight by the cords of his own sins," God would say: "A conspiracy has been found among the men of Judah." But let no conspiracy be found among us. And how is a conspiracy not found among us, even if until now there is a conspiracy in certain persons? "Loose every bond of injustice, undo the knots of forced dealings, tear apart every unjust contract. Break your bread for the hungry."

A conspiracy - The defection from the covenant was as general as if it had been the result of preconcerted arrangement. The decided course taken by Josiah may, however, have led the opposite party to secret combinations against him.
A conspiracy is found - They were all fratres conjurati, sworn brothers, determined to cast off the Divine yoke, and no longer to have God to reign over them.
