So this is what the LORD says about the king of Assyria: ‘He will not enter this city or shoot an arrow into it. He will not come before it with a shield or build up a siege ramp against it.

He shall not come into this city - Sennacherib encamped probably on the northeast side of the city, and his army was destroyed there (see the notes at Isa 10:28 ff.) Nor shoot an arrow there - That is, nor shoot an arrow within the walls of the city. Nor come before it with shields - (See the note at Isa 21:5). The meaning here is, that the army should not be permitted to come before the city defended with shields, and prepared with the means of attack and defense.
