They will pasture their flocks in the open fields and find rest in the valley of Achor, for my people who have sought me. He who above called the grape of the goblet, or the berry, or (as many wills) the cluster, now calls it the seed of Jacob and Judah, who possess the mountains or its mountain.

The cluster of grapes carrying a blessing pictures the remnant hidden inside the nation under judgment, one saith, destroy it not, for a blessing is in it, and the Lord applies the figure directly, so will I do for my servants' sakes, that I may not destroy them all, the servants named here for the first time in the chapter as the group the rest of the oracle keeps distinguishing. A seed out of Jacob and an inheritor out of Judah are promised the land itself, Sharon on the coastal plain and the valley of Achor south of Jericho named as literal pasture restored to literal flocks. Achor means trouble, the valley of Achan's judgment in Joshua seven, and Barnes and Delitzsch both note the reversal, the ground named for a curse becoming a place herds lie down in peace.

And I will bring forth a seed - I will give descendants to Jacob, who shall share my favor and repossess the land. An inheritor of my mountains - The mountains of Palestine - Jerusalem and the vicinity - called the mountains of God because he claimed that land as his special residence, and the place where his holy religion was established. And mine elect - They who have been chosen by me to maintain my religion in the world.
