This Spirit is to enlighten, quicken, purify, and cleanse their hearts; so that, being completely changed, they shall become God’s people, and be a praise in the earth. Now, they are a proverb of reproach; then, they shall be eminently distinguished.

“Now I will restore Jacob from captivity and will have compassion on the whole house of Israel,” the people chapter 37 promised to raise. “I will pour out My Spirit on the house of Israel” closes the restoration language on the note Joel sounds and Acts 2 cites.

The promise joins Ezekiel 36:27 and 37:14 and is close to Joel 2:28, which Peter cites at Pentecost in Acts 2:17. Matthew Henry calls the indwelling Spirit a sure pledge that God's favor will continue. Adam Clarke says the Spirit will enlighten and cleanse their hearts.
