on Exodus 7:15-16

Plague one opens three triads of plagues. In each set the first is announced at the river in the morning, at 7:15, 8:20 and 9:13. The second is announced inside the palace, and the third falls unannounced.

Let My people go, so that they may worship Me

At the riverbank Moses repeats the demand of 5:1 in the LORD's name. The closing words, that Pharaoh has not listened until now, set the first plague as the answer to his refusal. Albert Barnes, on verse 15, suggests Pharaoh went to the Nile to worship it.

Upon meeting him: the Lord God of the Hebrews hath sent me unto thee; still appearing in the character of the ambassador of Jehovah, the God of the children of Israel: saying, let my people go, that they may serve me in the wilderness; the demand is once more renewed, before any punishment is inflicted for refusal, that the patience and forbearance of God might be the more visible, and his judgments appear the more righteous when inflicted, as well as Pharaoh be left more inexcusable.
