No wonder, then, that the Ziphites saw David and his men passing to and fro in the mountains of the wilderness. Spying him at a distance when he ventured to show himself on the hill of Hachilah, "on the right hand of the wilderness," that is, the south side of Ziph, they sent in haste to Saul, to tell him of the lurking place of his enemy [VAN DE VELDE].

on 1 Samuel 23:19-21
The Ziphites are David's tribesmen of Judah, and they offer his hiding place to Saul unasked. The title of Psalm 54 names this report as its occasion. Saul answers “May you be blessed by the LORD,” thanking men for betraying the LORD's anointed two verses after Jonathan strengthened David's hand.

Jamieson, Fausset and Brown think the Ziphites had seen David's men moving on the hill of Hachilah. Their promise of delivering him into Saul's hand repeats the chapter's phrase from verses 7 and 12. Verse 14 has already given God's answer.
