Hebrews 8:1-2

The writer names his own argument's high point: this is the sum, kephalaion, the crowning point rather than a mere summary, we have such an high priest, set on the right hand of the throne of the Majesty in the heavens. Chapter 7 argued the priest's order; chapter 8 opens on his present position, seated where Psalm 110 placed him, his work already accomplished rather than still in motion. A minister, leitourgos, of the sanctuary and of the true tabernacle names the same contrast the rest of the chapter will run out, the true against the earthly copy, which the Lord pitched and not man.

Hebrews 8:3-5

Every high priest is ordained to offer gifts and sacrifices, so of necessity Christ too must have somewhat to offer, which the letter names later as his own blood. Verse 4 reasons from Christ's present heavenly ministry, were he on earth he would not be a priest at all, since priests already stood ready under the law Moses received. The pattern behind the whole system is named at verse 5, the earthly priests serving unto the example and shadow of heavenly things exactly as Moses was told at Sinai, see that thou make all things according to the pattern shewed to thee in the mount, Exodus 25:40 quoted directly.

Hebrews 8:6

The chapter turns on one dense verse: a more excellent ministry, diaphoroteros, and Christ as mediator, mesites, of a better covenant, kreitton again, established upon better promises, the letter's better thread carried to its center. The old covenant's mediator was Moses and its promises were written on stone; the new covenant's mediator is the Son, and its promises, Jeremiah is about to say, are written on the heart. The comparison runs shadow against substance, not merely earlier against later.

Hebrews 8:7-9

If the first covenant had been faultless there would have been no place sought for a second, yet the fault named at verse 8 lies with them, the people under it, not with the covenant's own terms, finding fault with them, he saith. The proof is Jeremiah 31:31-32, quoted at length, the longest Old Testament citation in the New Testament: behold, the days come, saith the Lord, when I will make a new covenant with the house of Israel and with the house of Judah, not according to the covenant made when he took their fathers by the hand out of Egypt, because they continued not in my covenant. The new covenant Jeremiah promises is made explicitly with Israel and with Judah, the same nation, never a covenant handed to another people in their place, and the exposition holds that ground as firmly as Jeremiah's own chapter does three verses later, where the Lord swears Israel's standing as a nation is as fixed as the sun, moon, and stars.

Hebrews 8:10-12

The new covenant's terms follow in three parts: God's law written in mind and heart rather than merely on stone, the relation renewed, I will be to them a God and they shall be to me a people, and knowledge of the Lord no longer needing to be taught teacher to neighbor, for all shall know me, from the least to the greatest. The list reaches its own summit at verse 12, I will be merciful to their unrighteousness, and their sins and their iniquities will I remember no more, the once-for-all forgiveness the letter argues through in the two chapters that follow. Every clause is still addressed to the house of Israel named two verses earlier, the covenant fulfilled without Israel being written out of its own promise.

Hebrews 8:13

Calling it a new covenant, God himself pronounces the first old, and what decays and waxes old is ready to vanish away, pepalaioken, language of an administration nearing its end rather than a people being cast off. The verse describes the Levitical system of sacrifice and priesthood as covenant administration, written while the Jerusalem temple by every internal sign in the letter still stood, its vanishing the sacrifices and the earthly priesthood giving way to what they always pointed toward. The chapter never says Israel herself is set aside; the house of Israel just named in verses 8 and 10 remains the covenant's own addressee, and Romans 11's the gifts and calling of God are without repentance stands across the New Testament from any reading that would make this verse do that work.
