The shelter covers only one who kills "unintentionally", the category of the sin at Leviticus 4:2. Adam Clarke contrasts the Greek and Roman asylums, which sheltered whoever reached them.

When you cross the Jordan into the land of Canaan
The words repeat Numbers 33:51 exactly, where the same crossing introduced the order to drive out the inhabitants. John Gill notes the certainty behind the phrasing, since the LORD had promised to bring them over the river. Both laws look ahead to the land beyond it.
