For I the Lord dwell ... - An emphatic protest against all enactment or relaxation of laws by men for their own private convenience.

Blood "pollutes the land", and no atonement is made for it "except by the blood of the one who shed it". Verse 34 grounds the whole chapter in one clause, "where I dwell", so the law rests on who lives in the country.

Albert Barnes calls the clause an emphatic protest against any making or relaxing of laws by men for their own convenience. The land is kept clean because the LORD lives in it. Numbers 5:3 gave the same reason for keeping the camp clean.
