God tells Moses, Do not fear him, for I have delivered him into your hand, the assurance Joshua and Caleb gave at 14:9. Deuteronomy 3:11 adds that Og remained of the remnant of the Rephaim, with a bed of iron nine cubits long. That ties him to the Rephaim of Genesis 14:5 and back to the report of the ten spies at 13:33.

Do not fear him
The promise is spoken as already done, I have delivered him, and Matthew Henry reads it as a thing as good as finished. Henry also notes that these victories came while Moses still lived. He sees them as comfort to Moses, who would not see the conquest completed, and as encouragement for the war in Canaan under Joshua.

But it proved that he meddled to his own hurt; had he sat still, his people might have been last destroyed of all the Canaanites, but now they were the first. Thus those that are overmuch wicked die before their time, Eccl. vii.
God gave Israel these successes, while Moses was yet with them, both for his comfort (that he might see the beginning of that glorious work, which he must not live to see the finishing of) and for the encouragement of the people in the war of Canaan under Joshua. Though this was to them in comparison but as the day of small things, yet it was an earnest of great things.
