Joshua 21:45 says none of the LORD's good promises failed, verse 1 says "very much of the land remains to be possessed", and both stand in one book. Adam Clarke reads the remainder against the condition of obedience, noting that the Sidonians of verse 6 were never expelled and were only subdued under David and Solomon. Other readers take Joshua to speak of the land as granted rather than occupied.

Adam Clarke explains the count of nine and a half tribes from the earlier grants to Reuben, Gad and half of Manasseh. Numbers 34:13 gave Moses the same count. Matthew Henry notes that the land came to them as an inheritance and was to pass to their children.

The promise of it came to them as an inheritance from their fathers; the land of promise pertained to the children of promise, who were thus beloved for their fathers' sakes, and in performance of the covenant with them.
